Climate

Climate change is one of the biggest challenges of our time. Important climate and energy policy decisions have been made in California over the past two decades impacting nearly every aspect of life. PPA has been involved in every landmark climate proposal and various aspects of climate debate. As wildfires have emerged as the largest contributor to the State’s greenhouse gas emission inventory, PPA has expanded its scope of climate expertise to include forest health management and other natural resource solutions. PPA assists clients in navigating the myriad legislative and regulatory constructions that manage climate activities and obligations.

Budget

The California State Budget process requires an enhanced set of skills when compared with typical legislative advocacy.  The Budget process is year-round, constructed by multiple layers of state agencies and departments, including the Department of Finance, legislative leaders and the Governor's office.  PPA has built a team of experienced professionals who place special emphasis on comprehending and successfully navigating the Budget process.  Recently, the team has achieved success in securing increased funding for programs that support water infrastructure, the fire services, recreation and park districts, and low carbon transportation technologies.

As banking and financial institution operations and services continue to evolve at an accelerating rate, State Legislative activities remain a source for either friction or opportunity for these businesses.  Whether it is expanding depository and investment options, addressing mandatory fee and rate restrictions, shaping privacy requirements, providing on-line banking features or modifying corporate taxation, state legislation has a dramatic impact on the bottom line.  PPA has been trusted by a wide range of financial institutions such as national and local banks, credit card companies, industrial banks, credit unions and on-line financial institutions to be successful in obtaining legislative results.

Labor and Management

PPA has represented fortune 50 companies and business and trade associations on numerous employment-related issues over the decades. While both sides are sometimes at odds on a particular issue, PPA prides itself in its strong record of finding creative solutions with organized labor on issues of importance to labor and management. Among other issues, PPA has been involved with reforms of the workers’ compensations system to provide appropriate benefits to injured workers in a cost-effective manner for employers.

Energy

PPA has Sacramento’s top energy policy experts who have worked on every major energy issue since electric restructuring. PPA understands that energy is directly linked to well-being and prosperity across the state, and that a key challenge will be meeting the growing demand for energy in a safe and environmentally responsible manner. PPA has immersed itself in the policy debate related to distributed generation, renewable energy, independent power producers, energy efficiency and the utility industries. Health

Since the passage of the Affordable Care Act, health care has become one of the biggest issues in the California Legislature.  It is a complex issue in which the Legislature is working to increase access to quality care while keeping costs down so coverage is affordable.  PPA has been involved in all aspects of the health care debate including ensuring there is quality care at regional Medi-Cal centersdealing with health care professionals’ scope of practice and combating the high price of prescription drugs.

Local Government/Special Districts

California local government includes approximately 3,400 special districts located up and down the State.  These special districts have statutory authority to provide specific essential services to the public within their various jurisdictions.  PPA has been one of the most respected and effective lobbying firms in Sacramento for special districts for many decades.  We have directed successful legislative efforts to make structural improvements in governing law and increased funding opportunities for water districts, fire protection districts, recreation and park districts and open-space clients.

Water

Water is the basis for much economic development, industry, transportation, and energy production, and is fundamental to agriculture, forestry, recreation, and the environment.  California water policy will continue to evolve no matter if it is raining or not. In the last decade, PPA has helped shape major water-related bills and measures, including water quality, drinking water, conservation and recycling, and water fees and funding. PPA has a track record of success on water issues, which have both saved our clients’ money and advanced sound water policy for the State.

Insurance

PPA has decades of experience representing many lines of insurance, from auto and homeowners, to title, life, and supplemental.  For commercial lines, PPA advocates have played a crucial role in helping shape improvements to California’s complex workers’ compensation system and have assisted in preventing costly expansions of our civil liability law.”  The insurance industry is regulated exclusively by the State, and PPA has the expertise to overcome the cumbersome regulatory structure in proceedings before the Department of Insurance and advocate for smart reforms in the Legislature.

Privacy

For more than 20 years, PPA has been involved with the debate over privacy including California’s data breach legislationthe State’s financial services privacy law and the more recent sweeping California Consumer Privacy Act (CCPA).  We have developed a unique expertise in this extraordinarily complex issue.  While the goal of privacy legislation is to protect personal information and prevent it from being misused, the proposals can sometimes inadvertently hinder legitimate transactions.  PPA has successfully assisted clients in bringing many examples of these complex, real world issues before the California Legislature and the Governor.
